Function suggest_stack 

pub fn suggest_stack(idea: &str, installed: &[(Stack, String)]) -> StackPick

The stack an idea suggests among the installed ones, with its reason. A named language wins over a kind of software (CLI, web, API); a stack whose tool is not installed is never suggested; with none installed: Stack::None.
