The mentions of the viewer on an issue that nobody has answered.
A mention is passed over when spar judged it before, by the local record or
by a marker on one of the viewer’s own comments, or when the viewer replied
in their own words after it. again reads every one regardless. What
counts as a mention at all is comments::asks_viewer: never the viewer’s
own words, a bot’s, or anything spar wrote, whoever’s spar it was.
