One agent’s verdict on every entry that fits in one prompt.
One call for the whole queue rather than one per entry. A repo aware call per
entry is the dominant cost, and duplicate is a judgement across entries as
well as against the tracker: an agent shown one entry at a time cannot say
that this is the same defect as the one above it.
