Asymmetric on purpose, and the asymmetry is the whole safety argument. Implementing means a commit pushed to somebody’s branch because a stranger asked for it, so it takes both agents. Declining means a sentence in a thread that stays open, which costs one person one read, so it takes one. Every disagreement therefore resolves toward saying something rather than doing something.
