Rustls handshake driver.
Owns the per-session rustls::ServerConnection during the TLS
handshake: pumps read_tls/write_tls, surfaces handshake completion
to the parent state, and emits handshake-completion metrics. Cipher /
ALPN / SNI binding decisions live in lib/src/https.rs; certificate
resolution and dynamic cert reload live in lib/src/tls.rs.
