Run git <args> in git_dir, capturing at most cap bytes of stdout.

ForgeError::Unsupported when no git binary exists, otherwise ForgeError::Io on spawn or read failures. A non-zero exit is not an error here: inspect GitOut::code (git grep exits 1 on no match).
