Command-line front end for the migration engine.

Generated applications call run from src/bin/migrate.rs; the slave CLI invokes that binary for migrate, migrate:status, migrate:rollback and migrate:fresh.

Parses the first argument (run, status, rollback or fresh; default run), connects to the database from TURSO_DATABASE_URL, and prints the outcome. fresh drops every table first, then runs all migrations.
