The bucket vocabulary ProbeReport::from_records keys outcomes on, reconstructed from a
probe’s split outcome/category pair: reading category straight through would rebucket
unattributed/unsimulatable — which carry none — as "filled". Keyed on the wire strings,
which the row’s typed outcome renders to via its #[sea_orm(string_value = ...)].
