Checks a BRIDGE packet against the local book and optional parent packet.

A packet checked as a reply must cite the parent content id, send from one of the parent’s recipients, and address exactly the parent’s sender. The same check also validates move legality, part shapes, warrant freshness, LOOM payloads, and the parent Return contract.
