Hisui 用の Audio Toolbox エンコーダー / デコーダー
Apple の Audio Toolbox フレームワークの AudioConverter API を使用して、 PCM 音声データのエンコード / デコードを行う。
AudioConverter は低レベル API であり、コンテナフォーマット（MP4 等）の解析機能を持たない。 そのため、入力フォーマット（サンプルレート、チャンネル数等）は呼び出し側が指定する必要がある。
