Return true iff any element of view equals needle_bits under the element-type’s equality.

Thin wrapper over position_of — present as a named primitive so the per-op driver naming in array_query.rs (handle_includes_v2) matches the surface comment (J.5 territory: per-kind value-equality v2_array_detect::contains_element primitive).
