Create the state extension module with all content-addressed builtins.

W17-snapshot-resume surface — see ADR-006 §2.7.4 + §2.7.5.1. The schemas and registration surface are intact so the module is discoverable; the per-function bodies return structured W17 surface errors until the snapshot/diff rebuild lands.
