Read the 32-byte Wasm hash stored in a CAP-85 executable-tag entry.

CAP-0085 constrains such an entry to a Bytes value holding the raw hash of an already-uploaded Wasm (the host rejects strings, integers, and any 32-byte value that is not a live Wasm hash). Anything else is rejected here rather than coerced.
