globally removes constraint from all subproblems; removes constraint from the constraint set change data of the node, where it was added, or from the problem, if it was a problem constraint

@return \ref SCIP_OKAY is returned if everything worked. Otherwise a suitable error code is passed. See \ref SCIP_Retcode “SCIP_RETCODE” for a complete list of error codes.
