Expand description

adds a diving bound change to the diving bound change storage of SCIP together with the information if this is a bound change for the preferred direction or not

@return \ref SCIP_OKAY is returned if everything worked. Otherwise a suitable error code is passed. See \ref SCIP_Retcode “SCIP_RETCODE” for a complete list of error codes.
