Module impact 

Impact analysis (docs/API_AND_INTEGRATIONS.md §2 impact_context).

Given files/symbols/diff, determine: affected components, flows, upstream/downstream consumers, contracts (routes), data, invariants, tests, and a risk assessment.

Importer

A file that historically changes with an affected file but is not in the current impact file set. Reason is always cochange here. A file importing (transitively) an impact target, with BFS depth and the provenance of the edge that discovered it.

Files/symbols in the current diff (git diff –name-only).

forgotten_cochange_partners

Co-change partners of changed that are not themselves in changed. Deterministic: sorted by commits desc, then file, then partner.
