Startup-section contributions (§124 item 29): every startup-section
extension renders one markdown section into the startup pack.
Mirrors context_sections: input carries no goal (startup is
goal-free); output section markdown is spliced verbatim under a
provenance header (PLUGIN STARTUP SECTION <id> from <plugin>).
Failures follow policy: required = hard error, else skip silently —
startup has no warnings channel, so skips are recorded in OMISSIONS by
the caller via the returned notes.
