Module resolve 

scc resolve --lsp: upgrade EXTRACTED call edges to RESOLVED through every available semantic backend (Wave 4 §23): .py -> pyright, TS/JS -> typescript-language-server. Requires an existing index; missing tools degrade with a hint (exit 0).
