scc export capsule.md — portable startup capsule for any harness
(Claude Code, Codex, Hermes, OpenCode…).
A durable committed file cannot BE the live 20k-token startup artifact,
so the capsule is a deliberately defined derivative: the compact
overview PLUS the bounded repository skeleton. Every SCC-supported
agent therefore receives the physical layout before its first
reasoning turn; the skeleton also tells it to run scc context startup for the fused live architecture.
