UTC Time
This message reports the Universal Coordinated Time (UTC). Note the flags which indicate the source of the UTC offset value and source of the time fix.
Fields
sender_id: Option<u16>
The message sender_id
flags: u8
Indicates source and time validity
tow: u32
GPS time of week rounded to the nearest millisecond
year: u16
Year
month: u8
Month (range 1 .. 12)
day: u8
days in the month (range 1-31)
hours: u8
hours of day (range 0-23)
minutes: u8
minutes of hour (range 0-59)
seconds: u8
seconds of minute (range 0-60) rounded down
ns: u32
nanoseconds of second (range 0-999999999)

Returns Ok
if the bitrange contains a known UtcOffsetSource
variant.
Otherwise the value of the bitrange is returned as an Err(u8)
. This may be because of a malformed message,
or because new variants of UtcOffsetSource
were added.
