Normalize an HTTP path to prevent ACL bypasses via encoding tricks.

  • Decodes percent-encoded characters (e.g. %2F -> /, %61 -> a)
  • Collapses duplicate slashes (// -> /)
  • Resolves . and .. segments
  • Ensures the path starts with /
