Build every command definition in source, or the first reason one is invalid.
Returns Err rather than panicking because this reads USER files too — see the fail! macro at
the top of this module. The built-in commands/*.toml are compiled in and unwrap the result at
their call site, so a broken definition in this repository still stops the process loudly.
