pub fn is_component_installed(id: &str) -> bool

Check whether a specific component is installed.

Dispatches to the appropriate detection strategy based on the component’s detection_method:

• PathBased: ROCm checks version file + rocminfo; permanent-env checks ~/.mlstack_env.
• CommandBased: Checks that the binary exists and executes.
• PythonModule: Uses importlib.util.find_spec in candidate interpreters.
• GitBased: Checks for .git under expected clone path.
