Offer to prepend the global env to the user’s shell rc.
Detects shell via $SHELL (bash/zsh/fish). If TTY, prompts:
Make ~/.mlstack/global the default Python in your <shell> rc? [Y/n]
(default Y). If no TTY or yes_default=true: act=true.
On act: appends ONE idempotent marker line to the correct rc:

Marker tag # mlstack-global-python ensures idempotency (uninstall strips).
