Rust equivalent of up_get_versions_batch() from update_helper.sh.

Queries versions for multiple Python ML modules in a single subprocess. Returns component_id=version pairs.

Differences from Shell

The shell function takes the python interpreter as the first argument. This Rust version auto-discovers interpreters via python_interpreters().
