Rust equivalent of up_detect_installed() from update_helper.sh.

Detects all installed components using the consolidated detection pipeline. This matches the shell’s up_detect_installed function which:

  1. Checks ROCm via version file / rocminfo
  2. Detects Python modules in a single subprocess
  3. Checks git-based components
  4. Checks system tools (rocm-smi)
  5. Checks permanent-env

The detection results must match the shell for all components.
