Resolve a managed Python interpreter (≤3.13, prefer 3.12) via backend.
uv backend: runs uv python find 3.12; if absent, falls back to
uv python find ">=3.10,<3.14" (uv picks newest ≤3.13).
python backend: scans python3.12, python3.11, python3.10, python3.13
in that order. EXPLICITLY REJECTS 3.14+ via --version parse.
Returns the path to the Python binary.
