Run migraphx-driver --version and return the parsed semantic version, or
None if the driver is missing/non-functional/has no parseable version.
This is the version-resolution counterpart to migraphx_driver_functional
and the single owner of the migraphx-driver --version subprocess +
semver parsing (used by platform::registry::get_version’s migraphx
fallback). Keeping it here follows the module organization rule: the
installers module owns migraphx verification, not platform/.
