pub fn setup_environment() -> (EnvFileResult, GpuFilterResult, GpuArchInfo)

Run the complete enhanced setup environment.

This is the Rust equivalent of the main() function in enhanced_setup_environment.sh:

1. Check system dependencies
2. Detect AMD GPUs
3. Detect ROCm
4. Configure environment variables
5. Create environment file

Returns

A tuple of (env_file_result, gpu_filter_result, gpu_arch_info).
