True when version is a TheRock-based ROCm runtime (7.14+ or 10.x+).

The TheRock runtime fails HSA init (HSA_STATUS_ERROR_OUT_OF_RESOURCES, so torch.cuda.is_available() is False) when HSA_OVERRIDE_GFX_VERSION is set: it enumerates the GPUs natively and the spoofed ISA matches no device code object. Classic 7.2.x still needs the override (e.g. gfx1101 as 11.0.0).
