Rust equivalent of the update_stack.sh menu construction logic.

Builds a selection plan from the manifest and current system state. The plan includes:

• Ordered list of components (matching shell menu order)
• Preselected defaults (safe updates preselected, others not)
• Classification (safe/guarded/blocked/candidate/experimental)

Channel Support

When the ROCm channel changes, calling this again produces a fresh plan with no stale entries from the previous channel.
