Decode the status chunks and recv deltas of a TWCC feedback packet (draft-holmer-rmcat-transport-wide-cc-extensions-01 §3.1 — the wire format Chrome and pion emit, with a 1-bit chunk type flag). Tolerates truncated payloads: returns as many entries as the payload fully describes.
