Module artifact_store 

Verified run-attempt artifact download, cache, and client publication. Verified GitHub Actions artifact storage.

The store owns a transport separate from run orchestration, downloads only exact run-attempt artifact names, treats both ZIP layers as untrusted, and publishes client files with atomic no-clobber semantics.
