Ingest, independently validate, and publish one GitHub Actions artifact.

Publication uses no-replace hard links from the caller’s staging directory. This makes every final filename atomic and fails closed when staging and output are not on the same filesystem. The IPA is linked last as the completion marker. Any partial links created by this call are removed on failure.

Errors

Rejects unsafe ZIP structure, unbounded expansion, mismatched public evidence, invalid physical-device bytes, unsafe paths, existing output, or incomplete cleanup.
