The declarative task adapter, rustev.task-adapter/1 (spec 006, 3.8):
how evaluation reads labels and decides whether a proposal is correct,
without writing Rust. Version 2 (spec 041, 3.1.2) adds the measure
declarations a version 3 evaluator configuration binds.
