The rustev.remote/1 HTTP server (spec 009, 3.10 and 3.11): hosts any
DecisionBackend behind POST /rustev/remote/1/{describe,infer,cancel}.
It forwards the attempt id and the budget it was told, maps the hosted
backend’s AttemptReport to the response one to one, never runs an
attempt id twice within its idempotency window, and does not start work
once the budget has expired. It exposes no other provider’s wire format.
