Apply the HDF5 N-bit filter.
cd_values follows H5Znbit.c’s schema:
[0] = number of parameters, [1] = need-not-compress flag,
[2] = element count, [3..] = the datatype parameter tree.
On compress, data is the raw element buffer; on decompress, data
is the packed buffer and the result is the unpacked element buffer.
