Neutral capability indexes for the eventual workspace-wide host boundary.
The indexes intentionally expose no operations yet: phase 2 establishes ownership names before later phases move a capability behind them. Neutral indexes for host-mechanics capabilities.
Concrete host selection and implementations are private to this package. Callers will use these stable capability names rather than selecting a host.
