A cache root an operator may configure: absolute and free of whitespace.

Whitespace is refused on every platform, not only where the default would have one: a value such as MAVEN_ARGS is split on spaces, and unquoted paths in tool installers break on them (actions/python-versions’ setup scripts are one).
