Durable SQLite persistence for Runifold.

SqliteStore implements effect, checkpoint, and journal persistence. SqliteWorkflowStore implements the complete asynchronous workflow control plane, including fenced leases, budgets, signals, interrupts, checkpoint history, and forks. Both adapters may use the same database file.
