Encodes a whole extent table, checking that it describes a contiguous run of elements.

If an extent is oversized, if the first counts are not increasing, or if there are more
extents than MAX_EXTENTS. The increasing check is what makes a binary search over the table
meaningful, and an unchecked one would be a search that silently returned the wrong extent.
