A real directory under cache holding every shipped header, written there the first time it is asked for.

What -print-file-name=include names. A kernel before 5.15 builds with -nostdinc -isystem $(CC) -print-file-name=include and takes <stdarg.h> from there, so the answer has to be a path a shell can pass and the preprocessor can read, which DIR is not. The directory is named for what is in it, so a compiler with other headers writes another one and never reads a stale copy. It is written beside its final name and renamed, so two compilers asking at once both see it whole.
