Deserialize the per-step parameter blob into a typed handler-specific struct.

Wraps serde_json::from_value and converts the error into ActionError::Failed with a consistent “invalid params: …” wording.

§Errors

Returns ActionError::Failed if params cannot be deserialized into P.
