build_gate with the historical dev_inspect argument, now ignored: developer inspection is available in no build, so the argument changes nothing — registrations are validated the same, content-devtools is still required for ContentOnly, and the gate never allows an app webview. Kept so the shell’s existing call site keeps compiling.
