Apply the DevTools decision to one live webview. Runs for every webview, whatever other hardening modules the app opted out of.
Err (Windows only) means DevTools could not be disabled in a denied webview; the webview has
been closed and the caller must not go on setting it up. See windows_impl::apply for when
the refusal happens after this function has returned.
