A handler for an app-defined step kind: gets the live Ctx (variables, the save map is
ctx.vars, data and log dirs, tracker, mocks) and the step’s parameters with ${...} already
interpolated. The value it returns is what the step’s [[step.expect]] checks run on and what
save stores, exactly like a built-in kind.
