Refuse a development run that the build tool started against the real suite root (issue #384).
Call it at the start of a test or a dev run that reaches a service. When the build tool’s
environment is present and suite is neither a Suite::per_run_temp suite nor under the
system temporary directory, it returns SuiteError::Insecure and the caller must not
proceed; the fix is an isolated suite (Suite::per_run_temp or RIGHTKIT_SUITE_ROOT pointing
at a temporary directory). An unresolvable root is already an error from Suite::resolve.
It does nothing for an installed app, which the build tool does not start.
