Macro exception 

macro_rules! exception {
    ( $rust_err: ty, $module:expr, $py_err: ident, $base: ty $(, $doc: expr)? ) => { ... };
}

Create a Python exception and a conversion from its Rust type. Note that the exception class must still be added to the module.
