Downloads the artifact at url and returns its bytes.
The entire call — connect, send, and receive — is bounded by
FETCH_TIMEOUT (30 seconds): a stalled or trickling server is a
FetchError, never a hang. A non-2xx HTTP status, a transport failure, or
a body over the 10 MB read limit is also a FetchError. Callers validate
the URL first (see is_fetchable_url); ureq will still reject a
malformed URL here.
