Read the dataset card embedded in a .rete file image, or None if it has
no metadata section. Parses only the header and the metadata range — it
never decodes the dictionary, index or pyramid, so a client that just built
a file can read back the card it wrote for the price of a slice.
The ranged (remote) companion lives in rete-cli, which has the HTTP reader.
